Michelle Rozo holds a PhD in biology from Johns Hopkins University. She is senior vice president of mission operations at In-Q-Tel and vice chair of the National Security Commission on Emerging Biotechnology. From 2021 to 2022, she was Director of Technology and National Security at the U.S. National Security Council, and she was previously the Principal Director for Biotechnology within the Office of the Under Secretary of Defense for Research and Engineering at the U.S. Department of Defense.
